Site Running slow and zero ratings

Zero ratings again in the congress system today. It seems something the ECF did to stop their attack problem prevented the congress system from accessing the ratings. I have found a way to manually load the ECF ratings, and will now try to fix the problem, whilst not loading any more ECF ratings.

The congress site is running slow at the moment due a large amount of web traffic from a meta/Facebook bot crawling the site.  There have also been reports of slow emails which is likely due to the same thing. I will try and block this.

In a separate disaster, the ECF server ran out of memory last night causing the calculation of the new April monthly rating to fail so for congresses using the latest ECF monthly rating they are showing as zeros. Hopefully this will get fixed tonight when ECF rating calculation runs again. The ECF server has been suffering from the same kind of attacks for some time. AI is breaking the web.
